Lokernas.com - Kementerian Kesehatan (Kemenkes) Republik Indonesia merupakan kementerian yang bertanggung jawab atas urusan pemerintahan di bidang kesehatan, dengan tugas utama merumuskan, menetapkan, serta melaksanakan kebijakan nasional dalam upaya peningkatan derajat kesehatan masyarakat Indonesia. Saat ini Kemenkes dipimpin oleh Menteri Kesehatan Budi Gunadi Sadikin yang telah menjabat sejak 23 Desember 2020, didampingi Wakil Menteri Kesehatan Dante Saksono Harbuwono. Kemenkes menaungi berbagai direktorat jenderal, termasuk Direktorat Jenderal Kesehatan Primer dan Komunitas, serta unit pelaksana teknis di seluruh Indonesia seperti rumah sakit rujukan nasional dan balai laboratorium kesehatan. 

Dalam beberapa tahun terakhir, Kemenkes aktif menjalankan sejumlah program transformasi kesehatan, salah satunya Cek Kesehatan Gratis (CKG) yang pada 2026 difokuskan pada tata laksana dan penanganan hasil pemeriksaan, tidak hanya sebatas skrining. Kemenkes juga menjalin kerja sama dengan lembaga pembiayaan internasional seperti Islamic Development Bank (IsDB) untuk memperkuat rumah sakit rujukan nasional dan unit teknis vertikal, termasuk layanan onkologi, sebagai bagian dari upaya berkelanjutan meningkatkan kualitas dan aksesibilitas layanan kesehatan bagi seluruh masyarakat Indonesia.

Melansir dari Instagram @kemenkes_ri, saat ini Kementerian Kesehatan (Kemenkes) Republik Indonesia sedang melaksanakan dua proyek strategis yang dibiayai oleh Islamic Development Bank (IsDB): Proyek Penguatan Rumah Sakit Rujukan Nasional dan Unit Teknis Vertikal (Pembiayaan IsDB IDN-1031) serta Proyek Penguatan Rumah Sakit Rujukan Nasional pada Layanan Onkologi (Pembiayaan IsDB IDN-1054). Adapun formasi yang dibuka antara lain sebagai berikut :

1. Procurement Expert 
Positions Available: 1
  • Master's degree (S2) preferred in Engineering, Business Administration, Public Administration, Law, Economics, Management, Supply Chain Management, or other relevant field with certification in procurement
  • Minimum 7 years of professional experience in public procurement, contract management, or procurement of goods, works, and consulting services of Multi-lateral Development Banks and International Development Financing Institutions (IsDB, World Bank, ADB, JICA, or similar)
  • Understanding of the GoI Presidential Decree on Procurement, and good working experience with LKPP
  • Experience in procurement of medical equipment, hospital infrastructure, healthcare services, or health sector projects is highly desirable
  • Excellent communication, report writing, and stakeholder coordination skills
  • Good command of written and spoken English


2. Monitoring and Evaluation (Monev) Expert 
Positions Available: 1
  • Master's degree in Public Health, Epidemiology, Health Management, Statistics, Economics, Public Policy, Public Administration, Development Studies, Engineering, Management, Monitoring and Evaluation, or other relevant disciplines from a recognized university
  • Minimum 5 years of relevant professional experience in monitoring and evaluation, project management, performance management, or development project implementation
  • Experience developing logical frameworks, KPIs, monitoring plans, and performance measurement systems
  • Experience working with government institutions, hospitals, or internationally funded projects (IsDB, World Bank, ADB, JICA, WHO, or similar) is an advantage
  • Strong analytical skills in quantitative and qualitative data analysis
  • Excellent report writing, presentation, stakeholder coordination, and communication skills
  • Experience using data visualization tools such as Excel, Power BI, Tableau, or similar is desirable
  • Good command of written and spoken English


3. PCR Expert 
Positions Available: 1
  • Minimum Master's degree in Public Health, Health Management, Civil/Architectural Engineering, Public Policy, Economics, or related field
  • At least 10 years of experience in project management or evaluation of donor-funded projects, of which at least 5 years in infrastructure and/or health sector
  • Experience in health sector development projects, hospital strengthening initiatives, or projects financed by international development partners (IsDB, World Bank, ADB, JICA, WHO, or similar)
  • Strong understanding of IsDB (or comparable MDB) project cycle, results-based monitoring frameworks, procurement, financial management, and safeguards requirements
  • Experience working with government institutions, particularly in the health sector
  • Strong analytical and report writing skills in Bahasa Indonesia and English


4. Digital Transformation & Organization Expert 
Positions Available: 1
  • Master's or Bachelor's degree in Information Systems, Computer Science, Health Informatics, Digital Health, Public Health, Health Management, Organizational Development, Business Administration, Industrial Engineering/Management, Data Science, or other relevant disciplines
  • Minimum 7 years of overall professional experience, with at least 5 years in managing organizational change and/or large-scale digital transformation projects
  • Proven experience in designing, implementing, or managing health information systems, digital health platforms, or system integration initiatives, preferably in the healthcare sector
  • Strong knowledge of digital transformation, system interoperability, data governance, and IT-enabled organizational change
  • Proven experience in organizational development, business process re-engineering, and institutional strengthening in complex multi-stakeholder environments
  • Experience developing and delivering training programs, capacity building activities, and technical workshops for government or healthcare institutions
  • Strong communication, facilitation, stakeholder engagement, and interpersonal skills
  • Experience in projects financed by IsDB, World Bank, ADB, JICA, WHO, or similar institutions will be an added advantage
  • Excellent analytical, documentation, and report writing skills, with good command of English


5. Report Specialist Expert 
Positions Available: 1
  • Master's degree in Public Health, Health Policy, Health Management, Hospital Administration, Health Information Management, Public Policy, Public Administration, Development Studies, Economics, Statistics, Management, Engineering, Information Systems, or other relevant disciplines
  • Minimum 5 years of progressively responsible professional experience in project reporting, performance management, monitoring and evaluation, strategic planning, project management, health sector development, or related fields
  • Experience consolidating technical, financial, procurement, implementation, and health sector performance data into integrated project reporting products
  • Experience preparing executive reports, policy briefs, dashboards, and presentations for senior management, steering committees, development partners, and external stakeholders
  • Experience working on health sector development projects, hospital strengthening initiatives, or projects financed by IsDB, World Bank, ADB, JICA, WHO, or similar institutions will be a strong advantage
  • Excellent analytical, report writing, stakeholder coordination, and communication skills, with the ability to synthesize complex information into concise, evidence-based reports
  • Good command of written and spoken English


6. Data Analyst 
Positions Available: 1
  • Bachelor's degree in Statistics, Data Science, Computer Science, Information Systems, Mathematics, Public Health, Health Information Management, Epidemiology, Biostatistics, Health Informatics, Economics, Engineering, or other relevant disciplines
  • Minimum 3–5 years of relevant professional experience in data analysis, health information systems, monitoring and evaluation, business intelligence, or data management
  • Proven experience developing and managing dashboards, data visualization tools, and analytical reporting systems using Excel (advanced), Power BI, Tableau, Looker Studio, or similar platforms
  • Strong skills in data cleaning, data validation, data processing, and statistical analysis
  • Experience working with health sector data systems, hospital information systems (SIMRS/HIS), public health programs, or disease-related databases is highly desirable
  • Knowledge of health data standards, interoperability concepts, and data governance principles is an advantage
  • Ability to analyze and interpret complex datasets into clear insights and decision-support information
  • Experience in projects funded by IsDB, World Bank, ADB, JICA, WHO, or similar institutions will be considered an advantage
  • Proficiency in analytical tools such as SQL, Python, R, SPSS, or STATA is highly desirable
  • Good communication skills and ability to present data insights to technical and non-technical stakeholders
  • Good command of written and spoken English


7. Technical Assistant 
Positions Available: 1
  • Bachelor's degree in Public Health, Hospital Administration, Health Management, Health Policy, Nursing, Medicine, Pharmacy, Health Information Management, Epidemiology, Statistics, Public Administration, Management, Engineering, Information Systems, or other relevant disciplines
  • Minimum 3 years of relevant professional experience in project coordination, project administration, health program implementation, or technical support in health sector projects
  • Experience supporting health sector projects, hospital development programs, health system strengthening initiatives, or projects financed by international development partners (IsDB, World Bank, ADB, JICA, WHO) will be an advantage
  • Familiarity with hospital operations, healthcare service delivery, referral systems, or health program implementation is highly desirable
  • Experience preparing project documentation, TOR, meeting minutes, activity reports, and official correspondence
  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint) and ability to support basic data processing and reporting tasks
  • Good understanding of project coordination, administrative procedures, and document management systems
  • Strong organizational, coordination, and multitasking skills in supporting multi-stakeholder health projects
  • Good communication and interpersonal skills, ability to work in multidisciplinary teams
  • Good command of written and spoken English is an advantage
